Can I use a provider who isn’t registered with the NDIS? Most participants never think to ask this question, because they assume the answer is no. If you’re plan-managed, the answer is yes, you can use unregistered providers, subject to specific conditions. This single fact opens up a genuinely wider pool of support options than many participants realise they have.
What Is an Unregistered NDIS Provider?
An unregistered NDIS provider delivers NDIS-funded supports without being registered with the NDIS Commission. They’re often small, local operators, individual support workers, or specialists who haven’t gone through formal registration. Only self-managed or plan-managed participants can engage them, not NDIA-managed participants.
Why This Matters for Participants
This isn’t a loophole or a workaround. It’s a genuine, intentional part of how the NDIS is designed to work for plan-managed participants, confirmed directly in the official Guide to working with providers.
Registration is a formal process, and plenty of excellent support workers, allied health professionals, and small local providers haven’t gone through it, often because they’re sole operators or run small local practices. Being plan-managed means you’re not locked out of that pool. You can work with a specialist who’s exactly right for your needs, a local support worker who happens to be unregistered, or a small community-based service, without that choice being made for you by a registration status. This is one of the 8 real benefits of NDIS plan management, and it’s often the one participants are least aware of.

What Conditions Apply to Using Unregistered Providers
✅ Allowed, with these conditions:
- The support must align with your plan goals. The same reasonable-and-necessary test applies to unregistered providers as to registered ones.
- The provider must follow the NDIS Code of Conduct. This applies to every NDIS provider, registered or not.
- Invoices must include the correct information for your plan manager to process the claim (covered in detail below).
- The support itself must not be one of the restricted categories that legally require a registered provider regardless of how your plan is managed (see the next section).
Within those conditions, the choice of provider is genuinely yours. Nobody needs to pre-approve an unregistered provider before you engage them, as long as the support itself is appropriate and correctly invoiced. This same freedom is also available to self-managing participants, so if you’re still deciding which management type suits you, our comparison of plan management vs self-management covers the full picture.
How Invoicing Works for Unregistered Providers
For Pro Plan Managers to process a payment to an unregistered provider, their invoice needs to include:
| Invoice Element | Why It’s Required |
|---|---|
| Provider’s ABN | Confirms the business is legitimately operating and lets us process the payment correctly. |
| Description of the support delivered | Needs to clearly relate to a funded category in your plan, not just a generic description. |
| Date of service | Confirms the support falls within your current plan period. |
| Amount charged | Checked against your available budget in the relevant category. |
| Participant’s name and NDIS number | Links the invoice to the correct plan for processing. |
If a provider doesn’t have an ABN, they can still be paid, but they’ll need to complete an ATO “Statement by Supplier” form instead, which we can guide you and your provider through.
What Unregistered Providers Cannot Deliver
🚫 These supports require a registered provider, regardless of how your plan is managed:
- Specialist Disability Accommodation (SDA).
- Behaviour support involving regulated restrictive practices.
- Certain other prescribed higher-risk supports under NDIS provider registration rules.
If you’re unsure whether a specific support falls into a restricted category, it’s worth checking with us before engaging a provider, rather than after.
Access Any Provider You Choose
You shouldn’t have to choose your support team based on a registration checkbox. Plan management means you don’t have to. This applies wherever you are in Australia, not just in one region.

Frequently Asked Questions
Do unregistered providers need an ABN?
Generally yes, for invoicing purposes. If a provider doesn’t have an ABN, they can complete an ATO “Statement by Supplier” form instead, which allows the invoice to still be processed.
How do I check if a provider is registered?
You can verify any provider’s registration status through the official NDIS Provider Finder. If they’re not listed, they’re unregistered, which is fine to engage as a plan-managed participant, provided the conditions above are met.
What happens if an invoice isn’t compliant?
We’ll follow up with you or your provider to get the missing information, whether that’s an ABN, a Statement by Supplier, or a clearer description of the support. The invoice won’t be paid until it meets the requirements, so it’s worth confirming these details with a new provider upfront.
Is the quality of support lower with unregistered providers?
Not inherently. Registration reflects a formal compliance process, not a direct measure of the quality of care a specific individual or business provides. Many unregistered providers are highly skilled and well-regarded, which is exactly why this option exists rather than restricting participants to a smaller registered-only pool.
